Turkish State Railway Expropriation Management Automation (TCDD KamuBIS)

TCDD management process management processes administrative process management automation. All expropriation processes are managed from one end to another with a single process flow. It enables land detection, valuation, litigation, agreement minutes, payments, ptt online notification tracking, commission transactions and all correspondences to be carried out in an integrated manner with the belgenet ebys system. While Kamubis provides the expropriation memory of TCDD projects, on the other hand, it serves fully integrated with the TCDD-Cas system.

Tay Portal (Agricultural Land Management Automation)

Heritage of agricultural land, sale and so on. The inheritance law, which prevents the fragmentation of transactions by registration, is the agricultural information system sub-automation that performs business process management. The system manages process management with Takbis on one hand and Tsuy software, which is the main component of Takbis used by the Land Registry offices, on the other hand manages the data and process content of the Agricultural information system. All the inheritance and sales transactions related to the agricultural land made to the title deed directorates are registered or not registered by the deed directorates thanks to the electronic decision made by TayPoral. It prevents the division of our lands into small parts by means of inheritance and sales.

Agricultural Production Registration System (TÜKAS)

This is the geographical vegetative production database providing data update by web editing, with the largest database in Turkey. It is the GIS base of the agricultural production record system. The system in which more than a hundred geographical layers are managed such as farmer supports, agricultural parcels, product maps, problematic agricultural lands, product regime shifts, is intensively being used by all organizations of the Ministry of Agriculture, including province.

TADPortal (Agricultural Land Evaluation Information System)

MIS and GIS provide and integrated management of National land database, land use planning, management of permitting requests for nonagricultural use of agricultural lands, soil survey and soil laboratory contents and the operations of soil protection committees. It has gotten into use in the first quarter of 2015. It has been in use in all central and provincial organizations of the Ministry of Agriculture.

TRGM (General Directorate of Land Registry and Cadastre) LİHKAB Office Automation

It is the office automation of the Licensed Map and Cadastre Engineering Offices where the cadastral offices work and operations are carried out. LIHKAB offices all over the country, automation, land detection, breed change, the parcel showing on site, monotheism, etc. carries out transactions within the scope of responsibility through the system. At the same time, the human resources, device resources and fixtures management and control operations of the offices are performed through the system. LIHKAB office automation is one of the successful e-transformation projects of our country, managed by General Directorate of Land Registry and Cadastre data processing center which is fully integrated to MEGSİS (Spatial Real Estate System) and TAKBİS (Land Registry and Cadastre Information System). It provides all LİHKAB offices to work in a single system and order and provides instant information and decision support to General Directorate of Land Registry and Cadastre management.


It is one of the pioneers of the e-transformation projects in Turkey. It carries out all project management processes, from contract to final agreement. It is an automation of management of land consolidation and irrigation projects in Turkey. 

Turkish State Railway Geographical Archive Automation (TCDD CAS)

It provided real geographical data of the country’s railway lines through a centralized system. State Railways of the Republic of Turkey has made questionable the archive and can be shared. The lines planned to be constructed and the planned structures on these lines are shown on the map before construction and the differences between the planned and implemented line projects after construction are provided.

İlBank Geographical Archive System ( İLCAS)

İLCAS is the GIS based archive automation onto which the geographical data dating to 1933 from our urban memory Province Bank  of Turkey is loaded, serving as an archive for new projects while containing project execution processes. It is the urban planning structure of practical GIS and e-state, where current state zoning plan, potable water, waste water map data meet the server side GIS.

Soil Survey Mapping Portal (TEH Portal)

It manages the country soil database, soil scoring, land use planning, soil survey processes of agricultural lands and soil laboratory analysis data in an integrated manner with MIS and GIS. It ensures that the soil database is kept up-to-date with the operations performed. It was put into use in the last quarter of 2016. It is used by the central and provincial organizations of the Ministry of Agriculture and Forestry.

Expropriation Return Portal

This is the reinstatement project of the expropriated lands in Şanlıurfa city in 1970, by the hand of government. First of its kind in Turkey, all the software and data production work of this project was executed by our company. The entire return process is managed in a web based structure adhering to workflows and all instant updated reportings, applications and decisions are conducted on this system. Project was brought into use in 2014 within the Ministry of Agriculture and Foresty.

Pecuniary Damages Portal

Pecuniary damages is a GIS based process management automation making the indemnity and revenue loss payments of damages to construction activities, agricultural products, facilities and storages. It was brought into use in 2013. It is executing all payments within the consolidation areas organizations that run field construction activities, such as the Ministry of Agriculture and Foresty, State Hydraulic Works and General Directorate of Highways.

Nitrate Information System (NİBİS)

Monitoring of nitrate pollution from agricultural activities according to the criteria determined according to the European Parliament Report of 91/676 / EEC C and following the action of nitrate sensitive areas to carry out the action plans and observing the results. Nitrate pollution in water bodies around Turkey is evaluated according to the analysis values obtained from the samples taken to cover the mapping process. It ensures the follow-up of the good agricultural practice codes applied to control nitrate pollution from animal fertilizers.

Ministry of Finance Spatial Data Analysis (MEVA)

It is an open source GIS project in which land registry and cadastre data and other income-based data are integrated and analyzed for income-increasing activities on the map, and the analysis can be interpreted with thematic display on the map. Work is carried out within the Ministry of Finance, Revenue Administration. Main goal of the Spatial Data Analysis project is to map the real estate value of our country, to increase income-increasing activities and to facilitate the transactions of taxpayers. It is the best example of high-level decision support mechanisms reached with open source GIS.

Natural Assets Protection Information System (TVKBS)

It is the information, document and data memory where business processes related to the natural assets of our country are managed. Protected Areas (Sites, Special Environmental Protection Areas, Monumental Trees and Caves) are managed with central automation. TVKBS is an information system developed with open source code that enables the management of land lease, ecrimisil, application and allocation processes in a GIS and web-based structure. It is a system that provides follow-up of the process from the application stage to the last stage related to the processes of rental, application and registration, produces documents and meets decision support needs.
